GLOBAL EXPERIENCE OF STRATEGIC PLANNING FOR THE SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES

Abstract

Introduction. It is proven that, in the process of forming development programs at the local level, it is expedient to proceed from the principles of sustainable development, which makes it possible to balance interests and goals not only in the socio-economic sphere, but also to take into account the ecological component, relying on the natural resource potential of the territories. At the same time, the implementation of the system of territorial organization of the domestic economy to the global requirements of sustainable development, as well as the search for the most effective ways of strategic planning, require a thorough study of foreign experience in implementing these processes. Purpose. Analytically summarize the global experience of strategic planning of territorial development at the local level and identify the main positive ways of its implementation in the practical implementation of the strategic development of territorial communities of Ukraine. Methods. The study was formed based on the use of the dialectical method of cognition to study the process of planning the development of territorial communities and the method of systemic analysis to establish ways of implementing world experience in the process of strategic planning for the sustainable development of territorial communities of Ukraine. Results. The most widespread models of strategic planning at the local level are systematized depending on the understanding of their functions in the state administration system according to the following groups: achievement of national goals; communication of the state and territorial communities; business planning. At the same time, regardless of the level of communication of management bodies, the goal of strategic planning is to achieve the country's development goals, taking into account the specifics of the territory. Conclusion. Studies of foreign models of the functioning of strategic planning of territorial communities have shown that in most countries of the world, territories act as independent objects of management. The main positive ways of implementing world experience in the process of strategic planning of sustainable development of territorial communities in Ukraine have been identified.
