SUPPORT FOR THE EXPORT POTENTIAL OF THE AGRICULTURAL SECTOR OF UKRAINE IN THE CONDITIONS OF WAR

Introduction.The sustainable development of Ukraine's agriculture is a crucial factor for domestic food security, especially in the face of Russian aggression. However, the crisis conditions caused by military operations have severely impacted the export of agricultural products, and as a result, the state policy must be reoriented to overcome these significant challenges. The purpose. The article is aimed at studying the key aspects of financial and economic support for the export potential of the agricultural sector of Ukraine in the context of martial law and post-war recovery. Methods. The methodological basis of the publication is the scientific works of domestic and foreign researchers. The methods of scientific analysis and synthesis, measurement and dynamics, as well as deduction and structuring were used in writing the article. Results. In a recent study, the author analysed the pre-war and war periods of the export of agricultural products, and identified the measures that must be applied to reorient the state policy. The study revealed that before the war, the agricultural sector accounted for almost 40% of the state's total exports, with Ukraine ranking among the top five wheat exporters, the fourth in corn exports, and the third in rapeseed exports. Ukraine's strong and stable domestic agricultural sector played an indispensable role in global food security. However, the situation changed after the full-scale invasion, and the rate of export of agricultural products decreased by 17% in the second year of the war compared to the previous year. The primary reason for the decrease in exports of domestic agricultural products was the blockage of trade routes in the Black Sea. Though the problem was partly resolved by introducing export corridors and changing product delivery routes, the decision to supply domestic products by land routes across the borders with neighbouring Western states starting in 2023 faced significant challenges. Conclusions. To overcome the reduction in the export of domestic agricultural products, the author proposed several measures in the study. These measures include the restoration of export logistics, the creation and restoration of crop storage facilities, preferential taxation, and lending to agricultural producers for business development, the restoration of agricultural lands affected by military operations, the introduction of innovative technologies, and digitalization. By implementing these measures, the agricultural sector can strengthen its stability, overcome the consequences of military actions, support the export of domestic agricultural products, and adapt the legal framework in accordance with the norms and rules of the European Union.
