KEY ELEMENTS OF DIGITAL TRANSFORMATION OF THE ECONOMY OF THE REGIONS OF UKRAINE

Abstract

The article proves the need for digital transformation of the regional economy and identifies the main advantages of digital transformation, in particular: strengthening competitiveness, simplifying administrative procedures, improving the quality of life of the population, increasing access to information, integration into the global digital space. It was found that the key elements of digital transformation are the fundamental components that ensure the successful implementation of digital innovations. In the process of research, the following key elements of the digital transformation of the regional economy were identified: the institutional and organizational system of digital transformation management, regulatory and legal regulation of digital transformation, programs and projects of digital transformation, resource provision of digital transformation. It was found that the institutional and organizational system of digital transformation management is headed by the Ministry of Digital Transformation of Ukraine. The article also defines the main tasks of the Ministry of Digital Transformation. The process of establishing the legal regulation of the digital economy has been analyzed, and the modern legislative framework for digital transformation in Ukraine has been determined. The strategic goals of digital transformation in Ukraine are reflected in accordance with the Strategy for Digital Development, Digital Transformations and Digitalization of the State Finance Management System for the period up to 2025. The essence of large-scale programs and projects implemented in Ukraine is outlined, in particular: action: digital Ukraine, digital economy, digital education, e-government, digital infrastructure. Examples of international technical assistance projects that support digital transformation processes are given, namely: USAID projects (for example, the Digital Transformation Support project, DTA) and EU projects (for example, the Digital Europe Program). The main types of digital transformation resources are studied, in particular: financial resources, human resources, technological resources, infrastructure resources.
