ACTIVITY OF THE ANTIMONOPOLY COMMITTEE OF UKRAINE IN CONDITIONS OF MARTIAL LAW

Abstract

Introduction. In Ukraine, with the onset of the war in February 2022, the urgent decisions of the authorities and the challenges of military actions have impacted the functioning of the market environment in the country. Certain regulatory acts were temporarily transformed or suspended, and new approaches to ensuring and protecting economic competition were developed in the context of martial law. Given the duration of the military conflict and the specifics of protecting economic competition, an additional assessment of the activities of the Antimonopoly Committee of Ukraine in safeguarding competition in business activities and public procurement is required. The purpose of this work is to assess the activities of the Antimonopoly Committee of Ukraine in ensuring state protection of competition in business activities and public procurement under martial law conditions. The methods used by the authors made it possible to carry out a quantitative and qualitative analysis of the activities of the Antimonopoly Committee of Ukraine under martial law. Results. The Antimonopoly Committee demonstrates significant flexibility and adaptability in maintaining achieved levels of competitive environment and ensuring compliance with antimonopoly legislation amidst martial law conditions. During military operations and substantial economic uncertainty, the Antimonopoly Committee of Ukraine adjusts its control mechanisms to support competitive markets and prevent monopolization. Despite the challenges of the current martial law situation in the country, the Antimonopoly Committee of Ukraine primary priority remains preserving economic competition. The effectiveness of the Antimonopoly Committee of Ukraine work is reflected in increased economic efficiency, reduced overall violations of legislation, and transparency in its operations. The committee's full compliance with its assigned tasks contributes to enhancing trust among businesses, investors, and consumers in the national economy. Conclusion. Simultaneously, to ensure rapid economic growth post-martial law, the Antimonopoly Committee of Ukraine should anticipate the need to adapt regulatory mechanisms to new economic realities for the effective recovery of markets.
