SOCIAL PROTECTION IN THE SOCIAL SECURITY SYSTEM OF HUMAN BEING

Abstract

Introduction. Modern challenges in the socio-economic space provoke numerous risks, requiring collective attention to human needs, protection, and social support throughout life. Existing scientific and practical recommendations in the field of social protection do not fully consider the growing uncertainty, which impacts the quality of life and affects the level of social security. Meanwhile, the scientific discourse engages in debates on the role and place of social protection in ensuring social security. Purpose. The purpose of the study is to examine the interconnection between human social security and social protection. Methods. The main methods of the study are analysis and synthesis. The work employs an ecosystem approach to explore the links between social protection policies and measures aimed at achieving human social security. Results. The study presents the author’s construct of the social protection system, which is supplemented by social risks associated with human life activities, particularly the ability to meet basic needs such as living conditions (nutrition, housing) and life safety. The study emphasizes the similarities between the two phenomena: both the social protection system and the provision of social security require constant updates and adaptation to the current socio-economic situation. They are implemented at all stages of human life, oriented toward similar goals (achieving social and economic quality), and so on. It is determined that social protection ensures the economic quality of life, while the social quality of life is supported by measures of an organizational and legal nature. It is proven that without social protection, it is impossible to ensure a basic level of social security, and the identical dynamics of indicators of social protection and social security levels are confirmed. The study analyzes key components for ensuring social security and implementing social protection, including housing and utility subsidies as a form of expense compensation when there is insufficient income and lack of decent work. Conclusion. The dynamics of social protection levels and human social security show a negative trend for both phenomena. The confirmed close relationship between social protection and social security, with a correlation coefficient of 0.9937, highlights the need to revise social protection measures to align with social security goals. For Ukraine, this specifically involves improving the housing and utility subsidy system, revising practices for ensuring decent work, including fair wages. In the context of reflecting the components of social security and social protection as integral parts of human security, prioritizing the achievement of social and economic quality of life should become a key focus in state social policy.
