IMPLEMENTATION OF EU STANDARDS INTO UKRAINIAN NATIONAL LEGISLATION IN THE FIELD OF INTERNATIONAL ROAD FREIGHT TRANSPORT: REGULATORY, LEGAL AND ECONOMIC ASPECTS

Introduction. The implementation of European Union standards into national legislation remains a critical task for Ukraine in the context of EU integration and post-war recovery. International road freight transport plays a strategic role in the sustainability of foreign trade and logistics flows, while fragmented adaptation and regulatory misalignment create both legal and economic risks for national carriers. Purpose. The aim of the article is to analyze the process of implementing EU regulations into Ukrainian national law in the field of international road freight transport, focusing on the regulatory, legal and economic implications of harmonization, and to assess the effect of these reforms on market access and competitiveness of Ukrainian carriers. Methods. The research is based on comparative legal analysis, a structural-functional approach and elements of economic modelling. EU regulations and national laws are examined alongside analytical and index-based methods to estimate macroeconomic effects. Results. The adoption of Law No. 4560 establishes an institutional framework aligned with Regulation (EU) No. 1071/2009, introducing uniform criteria of financial capacity, professional competence and reputation. The analysis demonstrates that harmonization enhances market transparency and competition but increases compliance costs. The proposed index model (INEE and IGDP) indicates a positive overall economic effect, with an estimated GDP impact of 0,12-0,21% annually. Conclusion. The implementation of EU standards in of international road freight transport has not only regulatory but also macroeconomic significance. The authors propose to complement legal harmonization with targeted support measures for carriers and further integration of social, digital and technical EU standards in order to secure long-term competitiveness and balanced sectoral development. The proposed analytical framework can serve as a basis for future empirical research assessing the economic and institutional effects of regulatory harmonization in the road freight transport sector.
