THE ROLE OF HUMAN DEVELOPMENT IN THE POST-WAR ECONOMY RECOVERY OF UKRAINE

Introduction. The full-scale Russian invasion of Ukraine that began on February 24, 2022, has created unprecedented challenges for the national economy and society, resulting in catastrophic losses of human capital. The country faces a demographic crisis characterized by a sharp decline in birth rates, increased mortality among military personnel and civilians, occupation of significant territories, and mass emigration. Under these circumstances, human development becomes a critical factor not only for preserving statehood but also for ensuring comprehensive post-war recovery. Purpose. The primary objective of this research is to determine the role of human development in the process of post-war economic recovery of Ukraine through comprehensive analysis of human capital losses, substantiation of its critical significance for economic growth, and formulation of strategic directions for human resource development in the post-war period. Methods. The study applies general scientific and specialized methods. Analysis and synthesis process scientific sources and statistical data on human capital losses and Ukraine’s wartime economy. A systematic approach views human capital as an interconnected system (education, healthcare, mental health, skills) influencing recovery. Statistical methods interpret demographic, migration, employment, and economic indicators from official national and international sources. Generalization formulates conclusions and practical recommendations for post-war recovery. Results. The study reveals that Russian military aggression has led to catastrophic losses of human capital across multiple dimensions. Demographic decline, military casualties, and reduced labor force participation have significantly weakened Ukraine’s human potential. These losses are driven by interconnected factors such as warfare, territorial occupation, economic crisis, forced migration, mobilization, destruction of social infrastructure, and widespread psychological trauma. The consequences include slower economic growth, reduced productivity, social instability, rising poverty, labor shortages, imbalances in the labor market, and erosion of intellectual capacity. Despite these challenges, the research emphasizes that human capital remains a strategic resource — the foundation of innovation, social stability, structural transformation, and competitiveness in the global economy. Conclusion. Human development is central to Ukraine’s post-war recovery, driving productivity, innovation, and stability. Priorities include mental health support, migration management, education modernization (STEM focus), training for veterans and displaced persons, digital skills, healthcare restoration, and aid for vulnerable groups. Entrepreneurship, gender equality, higher investment in education and healthcare, institutional reforms, and international cooperation are equally vital. Coordinated efforts of state, business, civil society, and global partners will ensure sustainable recovery and long-term growth.
