POTENTIAL FOR UKRAINE’S INTEGRATION INTO THE GLOBALIT SERVICES MARKET

Abstract

Introduction. The global economy is undergoing a profound digital transformation where information and communication technologies serve as the primary infrastructure for international exchange. Over the past decade, the Ukrainian IT sector has demonstrated remarkable resilience, becoming a crucial source of foreign exchange revenues and a major driver of national export capacity. However, maintaining long-term competitiveness amid military conflicts, business relocation, and global structural shifts necessitates a transition from low-margin contract outsourcing to high-value product development and R&D solutions, which requires a comprehensive integration mechanism. Purpose. The purpose of the study is to substantiate the conceptual mechanism of Ukraine's integration into the global IT services market and to perform a rigorous qualitative and quantitative assessment of its parameters and determinants under accelerated economy digitalization. Methods. The study employs a set of scientific methods: a structural-functional systems approach to conceptualize the four-block integration mechanism; theoretical generalization and abstraction to evaluate the qualitative operational specifics of the domestic IT industry; and multivariate econometric modeling using ordinary least squares to quantify the impact of key macroeconomic, resource, and infrastructural factors on Ukrainian IT service exports. Results. A conceptual integration model has been developed, covering resource-human, institutional-legal, infrastructural-security, and resulting impact blocks. The qualitative analysis reveals that Ukraine's key competitive advantages include robust human capital, specialized STEM education, the Diia.City legal and tax framework, and proven business continuity adaptability. The constructed econometric model ( ),( ) proves that domestic IT export growth is primarily driven by human capital expansion, where each additional thousand qualified IT specialists yields a significant increase in export revenues, reinforced by general GDP growth and financial motivation. Conclusion. Successful integration of Ukraine into global IT value chains depends on the synergistic alignment of institutional support, infrastructure resilience, and talent capacity. Strategic development priorities must focus on stimulating product-oriented IT business, expanding R&D centers, and deepening integration into high-value European innovation clusters.
