Peer-review Process
Before the publication, all the articles are reviewed by leading domestic and foreign specialists, as well as pass the literary edition in the editorial office of the journal. The reviewers of the scientific materials are appointed by the Editor-in-Chief of the journal. The review has two main functions for improving the quality of research:
- Determine the authenticity, significance and originality of the article;
- Suggest ways to improve publications.
The comments on scientific works should be objective. Thereat, the personal criticism of the author (s) of the scientific article is inappropriate. The reviewers are required to express their views clearly and reasonably.
The reviewer may recommend to:
1) publish the article in the author's edition, that is, without making any revisions;
2) accept the article for publication after making minor editorial revisions;
3) send the material to the author for revision (in this case, the article is again sent to a re-review after making the revisions by the author);
4) reject the article without further consideration.
The editorial office of the journal does not change the decision on the materials received if there is no serious justification for it.
Materials and articles are not returned.
The review process lasts no more than 30 days. The reviewer must provide a reasoned conclusion avoiding personal criticism and subjectivity. The editorial staff keeps the secret of the reviewers’ names.
The editorial stuff is not responsible for the professional content and methodological correctness of published materials, as well as for the correctness of links to Internet resources and literary sources contained in the text of the article.
Unpublished manuscripts should not be used by the editorial office for any purpose and should remain confidential for the third parties. The authors will be informed of the decision to accept and publish their manuscripts as soon as possible. After acceptance the materials are usually published in the next available issue of the journal.
The authors of the materials are fully responsible for the accuracy of the information contained in them, as well as for the compliance of the materials with the norms of law, morality and ethics. The thoughts expressed in these articles may not coincide with the views of the Editorial Board of the journal.
The authors of the scientific articles must:
- be responsible for the authenticity of facts, proper nouns, photo documents, other information and the general idea of the article;
- not violate the terms of the license agreement and publication agreement;
- eliminate all the shortcomings of the scientific article (in case of criticism from the reviewer);
- not submit for publication an article that describes essentially the same research in more than one journal or primary publication. Submitting an article to more than one journal at the same time is regarded as unethical behaviour and is unacceptable;
- not submit previously published articles to other journals;
- ensure the originality of the content of the article which does not contain borrowings without the corresponding reference;
- properly arrange the citations to the other authors’ works present in the scientific article;
- submit articles that do not contain materials that not to be published in the open print media in accordance with the current legislation of Ukraine (confidential information, state secrets);
- guarantee that the names of all co-authors of the scientific article are indicated in the text of the article and no person who is not a co-author is not assigned to them; as well as all the co-authors of the scientific article got acquainted with its final version, approved it and gave their consent to the publication.
The journal editor stuff uses the mechanisms for preserving the confidentiality of materials that are under review in accordance with the current legislation.
Any statements, conclusions or arguments that have been used previously in publications should be duly executed.
The reviewer must pay attention to substantial or partial similarity to any other work with which the reviewer is directly acquainted.
The journal editorial staff tracks the compliance with international ethical standards, but recognizes the lack of full assurance that the research materials submitted by the authors for publication are correspond to the ethical standards.
The journal editorial stuff protects the confidentiality of personal information. When using the personal data of the scientific articles authors the journal editorial staff is guided by the Law of Ukraine “On Personal Data Protection of”. The personal data of the scientific articles authors is used only to support the process of publishing articles, use, support and technical maintenance of the scientific journal website, promotion to the international science and technology bases.
The editorial office of the Scientific Journal Economic Bulletin. Series: Finance, Accounting, Taxation has no right to disclose the information about the article submitted for publication to anyone other than the correspondent author.
The editorial office of the scientific journal adheres to the procedure for consideration the author’s responses (complaints) to the reviewer’s comments and promptly responds to the such responses (complaints) and ensures further avoidance of situations with dissatisfied authors.
The authors of the scientific article submit the responses to the comments (complaints) in writing to the editorial office of the journal which considers them in due time.
The editorial staff ethically tries to avoid unpredictable cases and adheres to the norms of publishing ethics and makes every effort to ensure the proper resolution of ethical issues between the authors of scientific articles and the University of the State Tax University.
