ПРАКТИКИ ФІНАНСУВАННЯ ДВОЄДИНОГО ПЕРЕХОДУ НА СУБНАЦІОНАЛЬНОМУ РІВНІ В ЄС ТА КРАЇНАХ ОЕСР

В статті систематизовано та оцінено практику фінансування двоєдиного (зеленого й цифрового) переходу на субнаціональному рівні в ЄС і ОЕСР та визначення умов їх адаптації в Україні. Використано порівняльно-інституційний аналіз. Доведено структурну асиметрію, коли субнаціональні уряди ОЕСР акумулюють 58 % публічних інвестицій і до 68 % кліматичних видатків, проте їхня дохідна база є недостатньою. Гранти Політики згуртованості та кредити ЄІБ компенсують дефіцит, однак 83 % громад залишаються грантозалежними. Вперше аналітичний, грантовий і кредитний канали фінансування розглянуто як єдину багаторівневу систему у контексті відбудови України. Зміщення фіскального тягаря переходу на субнаціональний рівень робить громади ключовими детермінантами кліматичної політики. Ключове обмеження системи фінансування подвійного переходу лежить не в площині доступності інструментів, а в площині спроможності освоїти виділені кошти.
