THE FORMATION OF THE CONCEPTUAL DIRECTIONS OF THE DEVELOPMENT OF TOURISM IN THE CONDITIONS OF THE UNCERTAINTY

Abstract

Introduction. The ways of the definition of the structural and functional content of the tourism industry have been considered in the article, which gives the opportunity to form the conceptual directions of the development of the industry, to work out the strategies of the development, and to implement the administrative decisions under the influence of the socio-economic factors of the social development in the conditions of the uncertainty. The numerous works of the native and the foreign scientists have been analyzed in the research who have studied the issue of the restoration and the development of the tourism potential of the countries in the post-war period. The perspectives of Ukraine's development in the war and the post-war periods have been determined, the ways of the formation of the tourism industry in the conditions of the uncertainty have been grounded. The formation of the goals of the strategy of the development of tourism is aimed at strengthening of the municipal sector in Ukraine, the implementation of the effective management and the economic development by means of the capacity of the Ukrainian cities and the communities in local economic development, the creation of the favorable environment for the renewal and the development of business, the support of the integrated planning of the development at the local, the regional and the national levels during the full-scale invasion and in the post-war period. The balanced development of the community and the region will be the result of the formation and the realization of the strategy of the development of tourism. Tourism will contribute to the diversification of economy, attracting the industries that serve it, ensuring the improvement of the population's well-being. The strategic planning of the industry should be aimed at the involvement of the investment in the development of the industry and the economy of the country as a whole, the international cooperation through the realization of the joint projects of the tourist direction. For the Purpose of the realization of the tasks of the research, the main strategic and the operational goals have been proposed by us, which are necessary for the restoration and the competitive functioning of the industry at the world tourist market, which are based on the experience of the reconstruction of other countries that have suffered the consequences of the war. The strategy of the development of tourism in the wartime and the postwar times should be formed on the basis of the state policy with the priority on the development of economy, the restoration of the national culture and the traditions, the increase of the interest of the foreign and the native visitors to the memorial routes and the iconic places of the full-scale Russian-Ukrainian war, the advance of tourist brands of Ukraine on the world market.
