THE IMPACT OF EXTERNAL PUBLIC DEBT ON THE FINANCIAL SECURITY OF UKRAINE

Introduction. Financial stability and the need for international aid and active borrowing make the state dependent on external financial influences. Ukraine's existing and growing external debt requires a qualitative assessment, which in turn allows for an analysis of its impact on all aspects of the country's economic life. The analysis of public debt is crucial for understanding the level of financial security of the country and for making effective economic and social decisions. The aim of the article is the study of trends in the formation of the external public debt and its impact on the debt component of Ukraine's financial security. Methods. The article uses general scientific and practical research methods. In particular, the methods of induction, deduction, historical analogy, systemic, functional approach, analysis and synthesis were used. The method of comparative analysis was used to develop recommendations for effective public debt management. Results. The existence of public debt is a difficult challenge for any country, and this problem is particularly acute for Ukrainian society. This article discusses in detail the main directions of implementation of the public debt policy, which are important for ensuring the stability of the economy. The analysis of external public debt is considered crucial for assessing the level of financial security of the country, as well as for making effective economic and social decisions, especially in the context of martial law. In this article, special attention is paid to the impact of the public debt on the state of the country's budget in the period 2018-2023. The analysis of the external public debt and the debt burden has revealed an upward trend in these indicators during the war, which indicates the need to develop new strategies for managing debt obligations. The article stresses the importance of a comprehensive approach to public debt management, which includes not only an analysis of the current situation, but also a forecast of possible consequences for the country's economic stability and social development in the face of crisis challenges. Conclusion. Ensuring the effectiveness of external public debt management should be achieved by: creating a mechanism for external public debt management; moving away from selective efficiency analysis; introducing a system of debt security indicators developed by the World Bank and the IMF into Ukraine's debt security audit system; updating the approach to identifying the main groups of risks in external debt management; determining the optimal structure of the external debt to GDP ratio, taking into account the main aspects and trends in the development of the domestic economy.
