DEVELOPMENT OF HIGHER EDUCATION AS A CRITERION OF POST-INDUSTRIAL SOCIETY: THE SITUTION IN UKRAINE AS A RESULT OF THE WAR

Introduction. The article is dedicated to justifying the role of higher education in shaping a post-industrial society. This is due to the fact that higher education generates knowledge and forms the intellectual potential of the nation, providing the economy with qualified, professional personnel capable of working and adapting flexibly in conditions of constant change and challenges, and fostering innovative development. Purpose. The purpose is to investigate the development of higher education in Ukraine in the context of post-industrial development based on the analysis of the Human Development Index and the indices of mean and expected years of schooling, taking into account the consequences of the state of war to define priorities for current and post-war recovery. Methods. To achieve the goal, the following scientific methods were used: statistical analysis in the study of human development levels and indices of expected and mean years of schooling, comparative analysis and generalization in determining the peculiarities of youth educational behavior under martial law, logical analysis and system analysis in identifying priorities for educational policy in Ukraine. Results. The rating of Ukraine according to the Human Development Index was analyzed, including indicators of mean and expected years of schooling. The features of the educational process, threats, and challenges, including those faced by higher education, formed as a result of the state of war in Ukraine, were noted. Changes in the values of youth were analyzed in connection with the protracted nature of the war. Emphasizing the importance of human capital and higher education in shaping both the modern and post-war society, and the further development of Ukraine, the priorities for the development of higher education in Ukraine were identified. The educational factor is crucial in shaping human capital and post-industrial development of the country to ensure its future competitiveness. Conclusion. One of the main tasks for Ukraine today is to create conditions for economic recovery after the war and to increase its competitiveness. Given the importance of youth as the main resource for the prosperity of the state, it is necessary to take all necessary measures to preserve this potential, creating opportunities for youth to obtain a quality education and realize their labor potential in Ukraine. This requires a comprehensive approach to supporting youth as an important element of human capital, which will contribute to the development of the country. It is important to create safe conditions for learning and support youth so that they do not feel alienated from the education system.
