DIGITAL GOVERNANCE: CURRENT CHALLENGES AND DEVELOPMENT PROSPECTS

Introduction. The article analyzes the essence and content of digital governance as a key element in the transformation of the public administration system in the context of state digitalization. Digital governance is understood as the implementation of information and communication technologies in the activities of public authorities to enhance transparency, openness, efficiency, and the quality of public services. The main structural components of digital governance are identified: electronic interaction between the state and citizens, digitalization of administrative procedures, development of e-services, implementation of open data systems, cybersecurity, and electronic identification. Purpose. The main purpose of the study is to analyze the essence and content of digital governance in public administration, with a special emphasis on the peculiarities of the Ukrainian political context, taking into account the current state of public administration and identifying the impact on public sentiment among different segments of the population. Methods. The research is based on a combination of qualitative analysis of political discourse, comparative review of academic literature, and case study examination of specific instances of populist governance in Ukraine. Results. Particular attention is paid to the legal and regulatory framework for digital transformation in Ukraine. The paper examines the provisions of the Concept for the Development of the Digital Economy and Society, the Digital Transformation Strategy, the Law of Ukraine "On Electronic Trust Services," as well as the activities of the Ministry of Digital Transformation of Ukraine. The strategic importance of digital governance in building trust in public institutions, supporting democratic processes, and improving state–citizen interaction is emphasized. Conclusion. The article outlines the main challenges that hinder the effective implementation of digital solutions: low digital competence of public servants, limited technical resources, fragmented regulatory frameworks, and threats to information security. In the conclusion, the author offers recommendations for improving digital governance in Ukraine, based on European experience and international standards for building a digital state.
