Abstract

Introduction. The full-scale war against Ukraine has caused significant economic losses for businesses, including destruction of production facilities, loss of assets, disruption of logistics chains, and forced relocation of enterprises. Thousands of companies have been partially or completely destroyed as a result of military actions. Under such conditions, the development of effective mechanisms for restoring lost business assets becomes a key element of national economic recovery and post-war reconstruction policy. In addition, the protection of property rights of entrepreneurs is closely connected with the broader framework of human rights protection and international legal guarantees. Purpose. The purpose of the article is to study institutional and economic mechanisms for restoring businesses that suffered losses as a result of military actions and to determine priority directions for improving state policy aimed at supporting business recovery while ensuring the protection of property rights. Methods. The study is based on general scientific and special research methods, including analysis and synthesis, comparative analysis, institutional analysis, and a systemic approach. The research relies on statistical data from international organizations, analytical reports on war-related economic losses, and materials of Ukrainian public authorities concerning compensation programs and support for affected enterprises. Results. The research identifies key challenges faced by Ukrainian businesses during the war, including destruction of infrastructure, loss of assets, restricted access to financial resources, and disruption of supply chains. Particular attention is given to existing mechanisms of business recovery such as state compensation programs, international financial assistance, investment incentives, and insurance instruments for war-related risks. The study also emphasizes the importance of legal mechanisms aimed at protecting property rights and documenting economic losses. In this context, digital systems for recording damages and the possibility of protecting property rights through international legal procedures and institutions are becoming increasingly important. Conclusion. The study substantiates that the recovery of businesses affected by military actions should be based on a comprehensive approach combining national economic policy, international financial assistance, and legal mechanisms for protecting property rights. Special attention should be paid to the development of compensation mechanisms, support for relocated enterprises, war-risk insurance instruments, and digital platforms for documenting economic losses. The implementation of these measures will contribute not only to restoring entrepreneurial activity but also to strengthening the protection of economic rights and creating institutional foundations for post-war economic recovery in Ukraine.
