MODERN ASPECTS OF PUBLIC MANAGEMENT AND ADMINISTRATION IN THE CONTEXT OF UKRAINE'S EUROPEAN INTEGRATION

Abstract

Introduction. In modern conditions, the transformation of public administration in Ukraine is a strategic imperative that determines the state's ability to adapt to the European administrative space and Good Governance standards. The key problem is to bridge the gap between outdated bureaucratic models and SIGMA requirements, which requires a fundamental rethinking of the administration paradigm: from the introduction of digital transparency tools to the formation of a professional, politically neutral civil servant charter. The practical implementation of these reforms, especially in the context of martial law and post-war reconstruction, is not only a condition for joining the EU, but also a process of changing the "genetic code" of the state apparatus, where serving the people and protecting national interests in the international arena becomes a priority. The purpose of the article is to study the mechanisms for coordinating European integration processes in Ukraine, analyze key reforms in public administration and finance, and justify the need to transform the professional culture of civil servants to ensure compliance with Good Governance standards and successful integration into the European administrative space. Methods. The research is based on a set of methods, where a systemic approach and normative-dogmatic analysis allowed us to investigate the coordination of European integration and the relevant legislative framework, and content analysis of the SIGMA, IMF and Ukraine Facility programs allowed us to identify key indicators of reforms. The use of comparative analysis and abstraction provided a comparison of traditional bureaucracy with the Good Governance model and the definition of vectors for the transformation of professional culture, while a scenario approach substantiated predictive models for the development of Ukrainian public administration in the EU. Results. The study confirms that the transformation of public administration in Ukraine is a transition from hierarchical bureaucracy to the European model of Good Governance and SIGMA standards. The key elements of this process are the implementation of reform roadmaps, digitalization of investment management through the DREAM system, and the reform of remuneration based on job classification. Particular attention is paid to changing the professional culture of civil servants - from "execution of orders" to a service-oriented approach and integrity. As a result, successful adaptation to EU standards will allow Ukraine not only to minimize corruption risks, but also to become a subject of shaping pan-European policies thanks to the experience of digital leadership. Conclusion. The strategic transformation of public administration in Ukraine requires a transition from hierarchical formalism to a Good Governance service model based on the digitalization of investments (DREAM platform), transparent wage reform and the implementation of SIGMA ethical standards. It is proposed to focus efforts on overcoming “bureaucratic inertia” through the development of the professional culture of civil servants as “cultural diplomats”, strengthening the financial independence of the Accounting Chamber and the transition to data-driven decision-making (Data-driven policy). The implementation of these steps will allow Ukraine not only to meet the requirements for EU accession, but also to establish itself as a digital leader within the European administrative space, transforming the state apparatus into a transparent platform for ensuring the interests of citizens.
