EMPLOYER INSPECTION AS AN TOOL OF ACTIVE POLICY ON THE LABOR MARKET OF UKRAINE

In Ukraine, the transition from passive to active labor market policy, on the one hand, corresponds to the general European trend, and on the other hand, is a condition for the post-war recovery of the national economy. The stratification and polarization of Ukrainian society as a result of the large-scale armed aggression of the russian federation complicate the urgent need for maximum involvement of the population in the processes of socio-economic recovery of the country. The instruments of active labor market policy form the basis for a differentiated approach to different categories of the population in the process of their involvement in the labor market, and employers are a key link in this process as direct generators of demand for labor. In this context, subsidizing employers is an effective tool as a response to threats arising from the war. The aim of the article is to determine measures of subsidizing employers as a tool of active labor market policy in Ukraine, taking into account relevant foreign experience. To achieve this goal, the methods of systemic and comparative analysis, logical generalization, and content analysis were used. The article examines the characteristic features of subsidizing employers, sources of funding. The wage and employment subsidy measures provided for by Ukrainian legislation are presented. Relevant experience in subsidizing employment in Italy and Germany is described, which may be useful for Ukraine.The active labor market policy instruments currently in force in Ukraine are not effective enough, since employers' costs for fulfilling the established conditions (in particular, maintaining a certain wage level) are not always justified from the point of view of the economic feasibility of the compensation received. These instruments are primarily focused on the social protection of certain vulnerable categories of the population, and therefore do not fully fulfill their stimulating function in terms of the structural restructuring of regional economic systems and the national economy as a whole.
