FUNCTIONS OF NATIONAL SERVICES IN THE SPHERE OF PROVIDING OF ADMINISTRATIVE SERVICES

Abstract

The relevance of the topic is due to the changing role and tasks of the state in society, the approval of new values and priorities, positioning a person as the main addressee of providing certain services by the state. Despite a sufficient amount of research in this area, there has not yet been any research on the functions of national services in the provision of administrative services. It is noted that the functions of national services are objectively determined by specific historical factors of the development of society, its economic, social and political structure, the level of legal culture and sense of justice, the level of legality and law and order in the state; power and completeness of state power; the general state of the state apparatus; the conditions for the existence of functions are: the availability of a sufficient amount of reliable information; the need for a decision. It was stated that in addition to the central executive authorities, with the status of services, the State Special Service of Transport of Ukraine, the Security Service of Ukraine, the Foreign Intelligence Service of Ukraine, the National Service of Mediation and Reconciliation of Ukraine are functioning and financed from the state budget. It is established that the comparative characterization of the indicated subjects by the criterion of legal regulation, the subject of creation and submission, as well as functional content in relation to administrative services will provide an opportunity to form a general idea of the current state of affairs in this area, identify shortcomings and suggest ways to eliminate them. Conclusions have been made about the need to change the names of government bodies and executive bodies that do not carry out activities to provide administrative services, replacing the word “service” in them with one that defines the performance of the prevailing functions by the body; in the provisions of the relevant national services, the activities on the provision of administrative services in which are overwhelming, provide for the tasks of providing administrative services, as well as correlate them with the functions of the body.
