PECULIARITIES OF FORMATION OF THE REGIONAL BUDGET IN THE CONDITIONS OF DECENRALIZATION (ON THE EXAMPLE OF THE CHERNIGIV REGION)

The article considers the formation of regional budget revenues of Chernihiv region in the context of decentralization. The principles of formation of local budgets in Ukraine are outlined. The issues of local self-government reform and the impact of budget decentralization on budget efficiency have been studied. Sources of filling of the local budget are investigated. The dynamics of revenues and expenditures of the regional budget in the conditions of decentralization in 2015-2020 is analyzed. Based on the study, both positive and negative features of decentralization were identified for this area.
