MECHANISMS OF INVESTMENT AND DIGITAL SUPPORT FOR THE SUSTAINABLE ECOLOGICAL AND ECONOMIC GROWTH OF UKRAINE

The military aggression against Ukraine has caused unprecedented environmental and economic damage, necessitating a fundamental rethinking of the country's development strategies. Achieving sustainable eco-economic growth is no longer just a global trend but a vital necessity for Ukraine's survival and integration into the European space. The challenge lies in the lack of effective financial mechanisms that can ensure a balance between rapid economic recovery and environmental preservation. Purpose. The aim of the study is to identify and substantiate the key financial and investment instruments for stimulating eco-economic growth in Ukraine, taking into account the requirements of the European Green Deal and the specific challenges of the post-war recovery period. Methods. The study employs a set of scientific methods, including: analysis and synthesis to study the current state of environmental financing; the systematic approach to identify the components of the investment climate; the comparative method to evaluate the activities of international financial institutions (EBRD, EIB, GIZ, KfW); and the prognostic method to determine the prospects for the development of the "green" bond market in Ukraine. Results. The study identifies five priority areas for expanding investment support: strategy development, climate stability, innovation support, emission of specialized financial instruments, and multi-sectoral partnership. It is proven that Ukraine's accession to the European Green Deal opens access to specific funds, such as the International Platform on Sustainable Finance. The research details four main sources of reconstruction funding: confiscated Russian assets (approx. 17 billion UAH already allocated), state budget funds, international partner aid (including 1.4 billion USD from the US), and United24 donor contributions. Special attention is paid to the successful case of "green" bonds by NPC Ukrenergo ($825 million), which demonstrates the market's readiness for environmental investments even during martial law. The role of MFOs is highlighted, specifically the EBRD's portfolio of 18.4 billion euros and the EIB's 7.5 billion euros, which are crucial for infrastructure modernization. Conclusion. The transition to an eco-oriented economy requires the synchronization of national policy with EU standards and the active use of "green" financial instruments. To ensure long-term stability, Ukraine must implement a transparent monitoring system for environmental taxes, adapt the EU taxonomy for socially responsible activities, and create a comprehensive national recovery plan. Strengthening the partnership between the public sector, private business, and international organizations will be the decisive factor in transforming Ukraine into a modern, sustainable, and "green" European state.
