MECHANISMS OF STATE REGULATION OF THE ECONOMY IN THE SYSTEM OF FOOD SECURITY ASSURANCE: ANALYSIS OF PUBLIC POLICY AND THE ROLE OF THE SOCIAL ECONOMY

Abstract

The purpose of the study is to substantiate the theoretical and applied foundations for the formation and implementation of state regulation mechanisms in the system of food security assurance, as well as to determine the role of the social economy in increasing their effectiveness under current transformational challenges. The relevance of the research is обусловлена the aggravation of food security issues in Ukraine caused by martial law, global economic imbalances, and instability of agricultural markets, which necessitates rethinking state policy instruments and strengthening socially oriented regulatory mechanisms . The methodological basis of the study includes general scientific and special methods, in particular: a systematic approach to identify the structure of state regulation mechanisms in the field of food security; methods of analysis and synthesis to generalize theoretical approaches and practical aspects of state policy; comparative analysis to assess the effectiveness of existing regulatory instruments; methods of logical generalization and scientific abstraction to formulate conclusions and recommendations. The study systematizes scientific approaches to the interpretation of the essence of state regulation mechanisms in ensuring food security and identifies key shortcomings of the current state policy, including fragmentation of regulatory measures, insufficient coordination between institutions, and limited integration of socially oriented tools. The directions for improving state regulation are substantiated, including strengthening institutional interaction, introducing innovative approaches to agricultural sector management, and enhancing the role of the social economy as a factor in increasing the resilience of the food system. It is proven that the integration of social economy mechanisms into the system of public administration contributes to increasing the adaptability of the economy to crisis phenomena, ensures a more equitable distribution of resources, and improves food accessibility for the population. The scientific novelty of the research lies in the development of conceptual approaches to combining state regulation instruments and social economy mechanisms within a unified system of food security assurance. The practical value of the obtained results lies in the possibility of their application in the formation of state policy, development of agricultural sector strategies, and improvement of public administration mechanisms under modern socio-economic challenges.
